Im afraid not….the app store is more connected to Itunes and all that and not the actual phone…so Itunes requires the credit card/itunes card and is irrelevant to the phone bill
Apps go through Apple’s iTunes Store, not your carrier. Since you are paying Apple, they can’t be added to your phone bill.
